Prairie View A&M University's Naval ROTC unit holds a distinctive place in history as the first NROTC program established at a Historically Black College or University, a milestone it marks with roughly 50 years of history. The unit is home to about 30 future officers and prides itself on keeping standards high as it prepares midshipmen for commissions in the Navy and Marine Corps.
The Prairie View unit is part of the Houston Consortium, commanded by CAPT James Kinter, which pairs the Prairie View A&M Unit with the Rice University Unit; the Rice unit in turn supports students from the University of Houston, Houston Baptist University, and Texas Southern University. Midshipmen complete basic physical, mental, and professional training to prepare them for their future careers.
Several paths to service are available. Full-scholarship midshipmen receive national Chief of Naval Education and Training (CNET) scholarships covering tuition (or room and board), books, uniforms, and a monthly stipend. College Program midshipmen join as walk-ons and can earn a scholarship through strong performance, while the Marine Enlisted Commissioning Education Program (MECEP) lets selected active-duty Marines pursue a degree and a commission as a Second Lieutenant.

Full tuition + select fees OR room and board up to $11,500/yr, plus $750/yr book stipend and a monthly stipend rising $250 (freshman) to $400 (senior). Uniforms and three summer training cruises included. SAT/ACT required (code 0565), Tier-1 STEM majors preferred. FY2027 application opened April 1, 2026; deadline January 31, 2027. 5-year active-duty obligation.
Service obligation: 5 years
Same NROTC national application (opened April 1, 2026; deadline January 31, 2027) with a Marine-specific fitness and board track. Single test sitting used (no superscore), code 0565. Covers full tuition or room & board up to $11,500/yr plus stipends. 4-year active-duty obligation after commissioning as a USMC second lieutenant.
