How ROTC scholarship boards decide
Each service picks its 4-year ROTC scholarship winners at a national selection board, where eligible applicants compete nationally. [A1, N1, F1] None of the 3 services publishes a current formula that you can use to calculate your score.
This guide puts the three boards side by side, using only regulations, manuals and official service pages. Each fact links to its source at the bottom of the page.
The three boards side by side
| Army ROTC | Navy ROTC | Air Force ROTC | |
|---|---|---|---|
| Who decides | The Army ROTC National Scholarship Board. [A1] | Commander, Naval Service Training Command, on the advice of a Continuous National Selection Board. Marine Corps Recruiting Command runs the Marine option board. [N1] | A national selection board run by AFROTC. [F1] |
| How the file is scored | A Whole Person Score on a 1,400-point scale. The cut-off line depends on funding and on the applicant pool. [A3] | The board follows a precept that lists the selection criteria. The precept is not public. [N1] | Selection on individual merit and the needs of the Department of the Air Force. No weights published. [F1] |
| Weights published? | Only in a 2012 Cadet Command pamphlet. goarmy.com does not publish current weights. [A1, A4] | No. [N1] | No. [F1] |
| Interview | With the Professor of Military Science (PMS) at an Army ROTC battalion. The 2012 pamphlet gave it its own points. [A3, A4] | Officer interview at an NROTC unit or with the commanding or executive officer of a Navy Talent Acquisition Group (recruiting). The Navy calls it one of the biggest factors. [N1] | Required, after your file is found eligible. Usually with the nearest AFROTC detachment; overseas applicants interview with an Academy Liaison Officer. [F1] |
| Fitness test | Push-ups and sit-ups (1 minute each) and a 1-mile run. [A2] | NROTC Applicant Fitness Assessment, given by a certified person such as a PE teacher or coach (not a recruiter). Marine option: test with your recruiter. [N2, N3] | Push-ups and sit-ups (1 minute each) and a 2-mile run. Not pass/fail. One score sheet only. [F1] |
| Academic minimums | Unweighted GPA 2.50. You must have taken the SAT or ACT. [A1] | SAT 1100 (540 Math, 550 EBRW) or ACT 44 Math + English (21, 22). Marine option: SAT 1000 or ACT 22. [N2, N3] | SAT 1310, ACT 28 or CLT 93, and an unweighted GPA of 3.3. No superscores. [F1] |
| Letters of recommendation | Not listed on goarmy.com. [A1] | 3 references are required. The Navy says weight is given to their comments. [N2] | Not accepted. [F1] |
What all three boards have in common
- Minimums only make you eligible. AFROTC says that meeting its criteria does not guarantee consideration or selection. [F1] Army scholarships have a cut-off line that depends on funding and the applicant pool. [A3]
- Every service interviews you. The Army's interview is with the Professor of Military Science, [A3] the Navy's with an officer at an NROTC unit or the commanding or executive officer of a Navy Talent Acquisition Group, [N1] and the Air Force's with a detachment official (or, for overseas applicants and some others, an Air Force Academy Liaison Officer). [F1] The Navy calls its interview one of the biggest factors in the decision. [N1]
- Every service tests your fitness, and each uses its own test. The Air Force does not accept another service's test. [A2, N3, F1]
- Activities and leadership count. The Army's 2012 pamphlet scored scholar, athlete and leader activities. [A4] The Navy asks about athletics, clubs, work and volunteer hours, and wants to see leadership at work. [N2] The Air Force asks for an activity sheet for grades 9 to 11. [F1]
- Your planned major can matter. The Navy's manual directs its board to give at least 85% of Navy-option offers for incoming freshmen to Tier 1 or Tier 2 majors. [N1] The Air Force HSSP focuses on critical majors. [F4]
What the services do not publish
- Army: current point values. The newest public split of the 1,400-point Whole Person Score is from a 2012 Cadet Command pamphlet. [A4]
- Navy: the board precept, which lists the selection criteria. [N1] We also found no official list of Navy board weeks.
- Air Force: any weights or an acceptance rate. The guide says only "a small percentage" of applicants are selected. [F1]
You will find point splits and selection rates on forums and consulting sites. We do not repeat them here because no official source confirms them.

Questions
Do ROTC scholarship boards publish how they score applicants?
Mostly no. The Army's newest public Cadet Command documents describe a 1,400-point Whole Person Score, but goarmy.com does not publish current weights. The Navy's board follows a precept that is not public. AFROTC publishes its minimums but not its weights.
Which ROTC scholarships require an interview?
All three. Army applicants interview with the Professor of Military Science. Navy and Nurse applicants interview with an officer at an NROTC unit or with the commanding or executive officer of a Navy Talent Acquisition Group (recruiting). Air Force applicants interview with a detachment official after AFROTC finds their file eligible.
Which ROTC scholarship fitness test do I take?
Each service has its own. Army: push-ups, sit-ups and a 1-mile run. Air Force: push-ups, sit-ups and a 2-mile run. Navy: the NROTC Applicant Fitness Assessment. The Air Force does not accept another service's test.
Can I apply to more than one ROTC scholarship?
Yes. Each service runs its own application. The NROTC application even asks whether you are applying to the academies or other ROTC programs.
What if I do not win a scholarship?
You can still join ROTC in college. AFROTC says most incoming cadets are not on scholarship, and detachments can discuss in-college scholarships with you. The Army also offers scholarships to students already in college.
